It might be the animation lock, I'm unsure, but it's definitely NoClippy related in some capacity.
Playing GNB with NoClippy, ~80ms ping, Animation Lock Reduction is enabled.
When starting a No Mercy window, I will press NM -> Gnashing Fang, and occasionally NM will only apply after Gnashing hits so that Gnashing isn't buffed.

Folk I know have anecdotally reported similar behaviour on other jobs, but I haven't verified that yet.
