Add Non FeedForward networks

For reference the python version of NEAT allows you to create recurrent and spiking neural networks.

I will say, that this is not my main priority and therefore won't be done in the near future. Also while I do have some experience with recurrent neural networks I am still not sure, what the best way is to implement these. And for spiking neural networks, I gotta admit, I never worked with them and not looked into them yet, so don't expect too much.
