[PLUGIN CREATION] Easy way to create description

I think if we did that, we should probably more care fore the whole popup window for plugin creation ^^ Upon creating a plugin, there could be way more stuff people would want to decide, let's make a list:

• add description and its default language
• add alternative language descriptions
• add no config as an option
• add additional configs as an option
• import settings from existing plugin

And in the future, we might even want to support things like this for not only creating new plugins but also changing existing ones, and releasing as new ones. accessing git access token or otherwise github connected (maybe in the future on our own server)

• publish for UCP-Release candidate to my github (needs git integration, which we probably have from the modloader anyways?)
• update plugin on github
