add use for jester #939

Instead of the jester beeing there all the time running around randomly, have him only appear when there are certain conditions met like a certain amount of gold in the treasury and in return give a popularity boost of 2 as long as those conditions are met. An example could be whenever your popularity is below 50 but you have 1000gold in the bank the jester would appear to kinda cushion the people leaving the castle. Therefore giving the player (and ai) a bit more time to react or recover from a pickle

By the way, featuring a thought !!! Forgot about this Joker! And let him walk like a priest and amuse everyone. And I also suggest adding other jesters. Remember how they were in missions with torches, and with others .... nomadic jesters were in missions !!! THERE were 3 or 4 jesters.

These 3-4 jesters from SH1 were called the traveling fair and it was one of the scripted events. It temporarily, but greatly increased popularity. It would be very cool if the player could hire them when necessary - e.g. you have lots of gold to spend, but the granary just burned down, so you need to quickly distract the peasants for a while, until new granary is re-stocked.
