Raid bonus region scanning support #175

After a community day 4-star raid or an elite raid, a geofence of radius 300m on the gym is activated for 30 minutes. In that region, all spawns switch to an alternative spawn table and a timer is displayed in game.

It appears that it is possible to scan these geofences from the GeofenceUpdateOutProto (?). The relevant fields are lat, lon, radius, and expire time. There are also other fields but not sure what those do.

Context: This could be relevant for chasing community day bonus spawns since this allows you to know better when a spawn will rollback to trash.
