Remove slowapi rate limiting #137

slowapi adds complexity and of course there are better ways to handle rate limiting in a live environment.

Definition of Done

Remove all references to slowapi from the templates used to generate the API's: https://github.com/Unstructured-IO/unstructured-api-tools/tree/main/unstructured_api_tools/pipelines/templates
Update tests accordingly
Remove slowapi as a setup.py depency here
Run "make pip-compile" to update requirements
If there are any lingering traces of slowapi, remove them :)
Bump the CHANGELOG to 0.5.0
Bump the version to 0.5.0
