For now just stick with a webview as we don't need a hybrid app framework as of now. If you need to interact with the device use a javascript interface

For the UI we should use Materialize as it would fit the best on android phones, as for iPhone (If we ever decide to make an iPhone app) we would use what ever apple use for their UIs. #

Sure, if the app is mostly javascript then it shouldn't be too difficult to port.
