I think it would be a good idea to rename the entries:

Additionally, I think it would be better to move Server listings -> LAN tab to the dialog box to create a local server.

I expect those changes to make it more intuitive to join a local or internet game. I think it relates to #1111

Agree on re-organizing.

I would opt for something like

Instant Action -- Join most populated server that's within some ping heuristic...if nothing, then load a bot game or something...
Play Online -- Open server menu
Play vs Bots -- Local game with bots
