Make flamers stationary during fire #27

Make it that flamer can not be fired while moving.

I think that is too harsh of a nerf in any case. However I would not be opposed to having a more subtle movement speed penalty depending on the weapon being carried.

The speed could also be just drastically decreased. That while fingering humans would only be able to move slowly.

I think general restriction of mobility depending on weapons would put humans at a greater disadvantage and doesn't address the problem.

The related problem is about fire burning down bases to easy. If flamers have to stop firing to reach different buildings it slows the destruction and gives aliens the opportunity to defend.

This is something I'm planning to do for a mod: to give each equipment a weight (and make the player's weight an addition of all those), not only classes. This might, or might not, impact speed depending on how the engine works.
