The swap could make the flamer even more devastating. If its used with light armor first, humans can attack alien bases that are still on the floor but are themself also easier to kill. A early flamer attack gives aliens a incentive to move the base and adapt to flamers while the attacks are not so strong without medium armor.
At the same time the flamer could also become less useful if it is only unlocked after aliens had time to make their base fireproof.

There is no fireproof alien base, or they don't include any defense. Overmind and barricades can't be built on ceilings, trapper's effective range is so small it has to be close enough to ground to catch fire, same for spiker and acid tube. Non trapped humans will easily dodge most of the hive's attacks.
Now, flamer received a huge nerf (even too strong for my taste) for 0.53, so we'll see how this will end.

Dragoon have the strongest alien melee attack, forcing humans to defend as it can kill a light armour user in 2 shots, so humans camp, and use flamer to "build" walls of flames. If humans can attack, then the most likely scenario is that the alien base is still on ground, sometimes aliens are on the process to moving it on walls or ceilings, which partially disables the defenses. I think humans unlocking medium armour sooner but flamer later would increase the chances to have humans not camping, and for aliens to have time to move their defenses to make the powerful fire less effective.
