GitHub PR Server Testing Infra #23

We have a lot of GitHub PR, but it's kind annoying to manually test them.

It would be really cool if we had a bot that would automatically instantiate a server every time an Unvanquished developer commented something like /test on the PR. This would significantly improve PR review velocity.

@necessarily-equal has some nix magic to build a server, which is already a huge step, so we would need more integration.

I'd like to work on this, but I'll wait until we migrate to $new_host (GitLab seems the most popular at the moment), because this means that I'll only have to do the API work once.
