Some thoughts:
I haven't seen the (vive) hand anchored menu yet. So I can't comment directly on its usability.
However, my instinct is that the world placeable floating UI menu is a better design because it:
(1) can be used one handed - so less fatigue (2) frees up the off-hand - to do other things e.g. possible two handed manipulation of peptide (3) allows the UI / dashboard to be placed and viewed (so can monitor slider values, phi / psi plot)
I know that a lot of VR apps have off-hand anchored UI. (TiltBrush etc) - however I think that the offhand anchored solution works best for simple tool selection and becomes problematic once the UI is used for more complex interaction and feedback monitoring.
I've also noticed that the hybrid solution of detachable offhand UI is becoming more common. i.e. like tear offs in PShop etc.
Perhaps a toggle to switch between hand anchored and world anchored could be a good option?

Warrick's comment - Oculus version menu is movable via remote grab interaction. Currently for the Vive version the menu is anchored to the hand, of a smaller size, and able to be toggled by the menu button.
