Added functionality to the base User.ts class to prioritize institutional email addresses site-wide.
This functionality has been replicated in the cer-api repository.

Tested on dev, works as expected.
Corresponding changes have been made in the back-end (see UoA-eResearch/cer-api/pull/5).
Deploying to prod.
