Cookie notice is required. #24

We do not have a cookie notice in-place - this was in the original spec.

“We use cookies to give you the best experience on our site. Cookies are small files stored in your browser and are used to personalise your web experience. By continuing to use our website without changing the settings, we’ll assume you’re OK to continue.” This should then link through the UoM cookie policy

OK button works in chrome, but not IE
