[Refactor] Member management API

User story:

As a frontend engineer, I want to hit this API and get paginated results.

Description:

This ticket involves refactoring the existing members API to return paginated data at api/users.

Acceptance Criteria:

• [ ] Remove the email-verified query parameter and all references (this is no longer needed).
• [ ] Add the following optional query parameters with the following functions:
  • [ ] limit should limit the number of result returned. ?limit=10 returns a maximum of 10 results.
  • [ ] If this is not specified, default to returning everything
  • [ ] Validate that this is numerical else ignore
  • [ ] Validate that this is >= 1 else ignore
  • [ ] offset should skip the first x results. ?offset=20 skips (or offsets) the first 20 results.
  • [ ] If this is not specified, the default value is zero.
  • [ ] Validate that this is numerical else ignore
  • [ ] Validate that this is >= 0 else ignore

Definition of Done:

• [ ] AC met
• [ ] Applicable tests written
• [ ] Applicable documentation is written in GH wiki
• [ ] PR reviewed
• [ ] Merged into main/feature branch
