build(deps): bump http-cache-semantics and netlify-cli #236

Removes http-cache-semantics. It's no longer used after updating ancestor dependency netlify-cli. These dependencies need to be updated together.

@royayush1 @filippociandy10 review them as these are dependency vulnerabilities in the frontend and need to be merged or upgraded manually. Thanks
