eslint configuration & dependency fixes

Description

Changes:

• Install and configure eslint. Also ran the linter, some fixes are included
• Move some deps to devDependencies. Anything from the @types/ library, and anything for testing, should be put here so that it isn't installed when the production application is built (assuming you are correctly setting NODE_ENV during your build process)

Note: If you haven't already, I highly recommend installing the eslint extension on vs code. This will read the eslint configuration and highlight warnings/errors as you go.

Otherwise, you can run the linter via npm run lint. There's a decent amount of errors to be fixed right now.
