Limit to support for PostgreSQL 9.3+ #16

This is necessary to ensure we can use JSON for metadata. See: https://github.com/UofS-Pulse-Binfo/nd_genotypes/commit/7ef24ffe0c864ad16a9137ae86ec7dceeb6fc262 for how to implement this.
