Design arm control board #7

Last years board had many issues. It may be just as easy to redign it rather than fix the problems. We would definately take ideas and some sections from the old design to save time.

One thing to discuss is whether we want it to be one single board, or multiple boards (one for each motor).

This issue is just for the design, ie implementation plans, selecting motor controllers and MCU's etc.

I propose a board for each motor that contains the H-bridge and positional feedback. These boards will be connected to a central controller board that can synchronize movement, do inverse kin, relay feedback to the main rover board.

I think we have decided to use the same VESC controllers that are being used for the drive system.
