Update IPW setup instructions #51

Changes the following:

Updates OS X instructions to compile IPW
Adds Linux 64 instructions to compile IPW via a conda environment (replaces CHPC instructions)
Removes IPW as port of isnoda conda env
Creates install wrapper for IPW

The Linux instructions are tested locally as well as on a CHPC. OS X instructions could use a quick test as they are a summary of a recent (successful) attempt with Wyatt.
