feature request: a way for servers to force overlays #35

For servers to use in conjunction with custom resource packs

Considering that there's the chance of the server-provided resource pack being denied, the mod being installed not being a guarantee, and other issues, I've decided against it The Spyglass overlay, however, can now be enforced by the server
