At the moment, drag events are only communicated to the widget that the mouse is traveling over at the time. This needs to be changed. For example, in text fields if you drag a selection and the mouse stays in the bounds of the field, all is well. But if the mouse leaves the text field, the selection stops changing in response to the mouse's x-position.
