Request summary:
Enable fetching Smart Goals from the goals API endpoint:

anagement/goals/list

Use Cases:
We are using the goal data in an external tool and it's confusing for the end 
users that any Smart Goals they have added are not shown on our end while other 
normal goals show up immediately.
