Bump Ubuntu version in Travis, and speed up packrat slightly #163

Obviously nobody bother reviewing this until I've finished fixing the .travis.yml config, kthx. Perl is failing because the PPA with the weird version of SWIG we needed doesn't have it anymore. This may mean needing to revisit SWIG, or revisit the Perl bindings, whichever is less bad.
