Nodes appearing twice in peerlist #41

nodes are appearing twice in the peerlist. I think this is an off-by-1 error and we are just ending up with the same node in short and long peer lists

I think I fixed this in pull #45 I'll leave this open a few days then close it if I don't see it again.
