Decide how we want to allow the user to search for data.

By name (fuzzy matching)
By region name (fuzzy matching)
By theme?
By date?
By ID
By HXL identifier.
By bounding box
By distance from a center
By polygon / set of polygons (perhaps by providing a geojson file or similar)

Use this to inform how represent the data internally,

Questions

How do want to allow queries to be combined? For example bbox + theme.
How do we rank search results? Defining relevance?
