This PR

Moves us to use cargo workspaces with the three workspaces being
- Library
- CLI
- Python bindings

with a TUI and wasm workspace likely to come in future.

Starts to stub out a python module interface.

Closes #43

TODO

[ ] Write structs for python options to allow easier calling of the lib
[ ] Write some convenience methods to get the resulting dataframes back as geopandas dataframes
[ ] Write some caching methods for metadata so it's not fetched each time.
[ ] Documentation
[ ] CI to publish to pypi and pydocs
