Start fleshing out the template with a Rust backend

This gets things started:

a sidebar + map layout, #7, and a way to have multiple "modes" of an app without destroying the map
a dummy Rust "backend" #4, with an example of a long-running call with a loading screen #10

Some later steps:

set up GH actions to auto-deploy the template on GH pages (I can set this up quickly after merging this PR)
properly use Svelte 5 runes
use the WASM component model, https://github.com/stuartlynn/Component_model_example

Reviews from anyone welcome. I could also merge this now (and people can comment whenever), and at least set up the GH auto-deploy bit
