Fixing variables in outskirts

Here are some variables that we need to fix for the outskirt of London where the data is not available:

• [x] Height of building for urban parts
• [x] Height of EverTree
• [x] Height of DecTree
• [x] Population density (night and day)
• [x] QF coefficient

More reasonable values are set for the outskirt for above variables (50 percentile of the inner grids looks fine and a smooth transition for the outskirt). Also for QF coefficients, for the part that we have land cover data, I changed the coefficient somehow when the urban fraction is less than 0.49 (Swindon urban fraction), the coefficients are set to Swindon ones, and for the urban fractions more than that, it set to London coefficients. This would let centre London to have higher coefficients and surrounding have smaller ones.
