Different observation and forcing data for Swindon #79

I noticed that the forcing data for SUEWS runs for Swindon from Helen's paper (Kdown) is different from the observation files for the same paper. This is not the case for London one. Some I am wondering if they are from different sensor? Obviously, the forcing data is NOT generated from the observation file (this is not the SuPy problem as I tested this out. The data are different). For example:

London (ignore -999):

let's replace -999 with np.nan for better scales.
