set up a workflow to pack coupled code as a release #83

the current workflow in README is more developer oriented, we may want to pack the coupled code as standalone releases. So users can build the WRF-SUEWS coupled version following standard WRF procedure.

consider to add this as a recipe in the Makefile at the project root location.
