File won't decrypt

Having issues figuring out if the file is encrypted or not I set a flag (boolean) but not working

installing this: sudo apt-get install libboost-all-dev to see if it helps

Installed the package, however VScode would not recognize the path

The issue seems to be with the encryption flag boolean value
