Estimate quality of bicycle infrastructure #18

A useful additional measure to accompany results of ˋm4ra_times_multi_mode()ˋ would be the quality of bicycle infrastructure connecting each origin point to GTFSdeparture station. That could easily be done by aggregating initial bicycle distances alongside one additional distance measure as such of distances time weighting factors. The weighting of the two would then directly reflect quality of bicycle infrastructure connecting origins to public transport services.
