rm remotes dodgr from DESC #2

It's still necessary (21 sep 2022) because CRAN hasn't yet build binaries for all OSs of dodgr v0.2.16. Once they're all there, the remotes dep can be removed.

CRAN check page still lists one machine on 0.2.15 (at 26 Sept 2022). Still have to wait for that ...

Had to reinstate it because of https://github.com/ATFutures/dodgr/commit/a42bd9b3bd31f0bb864a504dfe898c05056bba87 - revert once next dodgr version is again on CRAN.
