zero records returned #24

Should we return some kind of error message if zero records are returned from the API call?

Hi Matt - Victoria and Erica brought up a similar issue, and the answer is: It's complicated. Right now this has been put on the backburner. If you'd like to continue the discussion, please read the current state and comment here: https://github.com/UI-Research/education-data.urban.org/issues/127
