String variables that are missing

This is not super important at all, but just to put it out there. Right now, the Stata package reads in string variables that are entirely missing in a year as "" instead of just blank.

Examples:

• url_disability_services here: educationdata using "college ipeds directory", sub(year=2014), clear
• county_name here: educationdata using "college ipeds directory", sub(year=2008) clear
• street_location, city_location, state_location, zip_location here: educationdata using "school ccd directory", sub(year=1995 school_id=00879) clear

Thanks for noticing this Victoria, mata was treating these as literal strings, this should be fixed in the next release.
