Instead of an island, the world should be situated on a beach or something open so that the city can engage with exterior trading.

That way, a small city can still get access to goods they can't have without a lot of work like electronics, cars or petrol.

Like in cities skylines, I can imagine a sort of highway coming from infinity that has allows connection to the global market.

Except by limiting the user "play space", I don't really know how I'd have a highway going to infinity since the world is procedural (for simplicity reasons). Maybe I should do some sort of magic "Trading place" where goods can be bought and sold magically.

I have decided this would be the basis of the first gameplay loop. Combined with trains, a cargo station would be built with a simple global economy which the city would be plugged into. Freight trains would come and go, with money exchanged at trade time.
