I realize some of these are specially coded, but is there some kind of parameter based system that could be used to create new actions in the future?

I think we would need to step back and evaluate what kind of events we want to listen for, and what actions we would like to fire on those events.

Given the way this project has gone, and the scope of this change, I think it would be best to get a strick set of requirements for this section with development input before we code anything.

Let's just backburner this like badges. If there is a phase 2 we can think about managing actions.
