Redirecting to correct step, wrong template on refresh

When you are signing up via the FB application and complete step 1, you are always forwarded to step 2 until you go to pledge/exit.

When in the FB application, this is redirecting the user to the non-facebook template.

To replicate, just go through the sign up process and complete step 1, then refresh when you get to step 2 (in /facebook).
