Create "Manage" Permissions #358

I'd like to create a "manage" permissions setting:

This setting is for all the Air Marketing people that need to manage content on the site. Basically it's an admin account with the exception that there is no requirement to tie a Group to an Account.

This will allow us to create user accounts for management purposes without the system mistakingly listing them as groups on the site.

If this is how you want it to appear, that's fine. But just wanted to remind you that so long as an account is set to Private, that it shouldn't show up on the site.
