Xpress scientists should receive email notifications:

When a proposal is submitted to their technique
Possibly other scenarios

@Cat-Lucifer @simonfernandes @srconway An email notification is sent to scientist when a proposal is submitted to the technique. Please let me know what content you’d like for the email. I've included the legacy Xpress proposal email below for your reference.
