As an Xpress user, I want to receive email notifications #1026

Xpress users should receive emails:

As confirmation that their proposal has been submitted
When the proposal is approved and therefore the sample needs to be sent
When the proposal is rejected
Possibly other scenarios

We may also need to include a DOI link, see https://github.com/UserOfficeProject/issue-tracker/issues/1209

@Cat-Lucifer Email notifications are sent to the user when a proposal is submitted. Please let me know the content you'd like for notifications when the status changes to "Approval", "Rejection" or "Under Review" as needed.

(2) The email below is sent when the status changes to "Under Review".

(3) The email below is sent when the status changes to "Successful- request can".
