Ensure downstream services can handle Xpress co-investigators

Xpress proposals don't usually allow co-investigators, however in the new proposal software the option is available in every proposal by default.

Do we need to disallow users from adding co-investigators?

This is fine to allow Co-Is, so long as everything downstream can handle it. @WHTaylor please could you advise whether this will impact ICAT/IDAaaS?

Right now the ICAT ingest is still using the old Xpress DB - moving off of that is pretty much top of the priority list for the ingest, https://github.com/ral-facilities/isis-icat-ingestion/issues/936.

When we do migrate, this shouldn't cause any problems, but will be something to bear in mind @santhoshstfc

For IDAaaS, they've been uncommunicative to the point that I don't even know if they use ICAT any more.
