As a reviewer, I want to see all proposals in my FAP, not just those assigned to me #1122

Currently, reviewers can only see the proposals that their FAP secretary has assigned them to.

Some reviewers have requested that they be able to see all proposals from the FAPs of which they are a member.

@Cat-Lucifer quick note from standup - @Bhaswati1148 is currently working on this and assuming that reviewers should not be able to submit a grade for proposals on which they are not a reviewer (they should only be able to view them).

@Bhaswati1148 as we discussed, could you please take some time to decompose this issue based on the two tasks we discussed - allowing all proposals to be listed, and limiting submission to only those to which a reviewer is assigned.
