Fix PDF download tests not working in STFC mode on github runners #1145

Tests around downloading pdfs are not run in stfc mode: https://github.com/UserOfficeProject/user-office-core/blob/b05bc8888f567a5b07d9bb19551209b6bfc3748d/apps/e2e/cypress/e2e/proposalAdministration.cy.ts#L1198C4-L1199C3 we should fix this.

Found when developing a new pdf download test

@srconway @simonfernandes I'm told that PDF downloads are taken care of more by submissions - would you guys be happy to get this issue scheduled in your sprint planning?

From cross team meeting 28/08/2024. Was suggested we can add dummy files for the tests.
