Information does not update upon Close after editing the proposal #1225

What is the problem and why is it a problem

As a user of the system, when you try and edit an existing proposal; the information does not reflect properly upon "closing" the form. It is NOT an issue with saving the edited information, it is just an issue with the UI refresh.

Steps to reproduce (if it's a bug).
