Modify exported spreadsheets, ready for CLF use of online reviews #1228

Ready for online reviews to be deployed to CLF for their call in May 2025, we need to ensure that spreadsheets containing proposals and reviews reflect proposals having 3 reviewers (which will be the case for CLF, and is already the case sometimes for ISIS).

What is the problem and why is it a problem

Steps to reproduce (if it's a bug).
