Instrument Scientists who are not on any instrument on the Call still need access to the proposals #1238

Instrument scis from places like deuteration and others need to be able to see the proposals without being assigned to the instrument. This could require the creation of a new role like instrument manger or proposals viewer or the like. It could also link into the want for a "facility" user officer to limit isis and clf uos from seeing/changing other's config/proposals.
