Add Xpress tooltips to explain status/instrument assignment to scientists #1272

Scientists can only change status/instrument at certain times (documented in https://github.com/UserOfficeProject/issue-tracker/issues/1138 and https://github.com/UserOfficeProject/issue-tracker/issues/1137). It was suggested by @mehta-pooja123 that it might be useful to have some kind of tooltip that explains some of this on the management page.
