As a user I should be allowed to select the min/max number of weeks access dependant on my access route #252

We need to put a limit on what LSF and Artemis can request in weeks, so that they can only request 1-4 weeks and not over 4.

For HPL, we also need a limit as they should be able to request max 10 weeks.

Notes from backlog pruning with George and Emma:

We still need to do this. We don't have this option for number question types yet. So far hasn't been a problem that's come up. Needed for LSF and Artemis at least.

Sprint planning notes:

Needs to be added as a feature to the integer question type. If we use the instrument picker with requested time, we will need to also change the time requested question.

Workaround embellishments added to both LSF Direct and Programme access routes.
